Los Angeles is the largest, most fragmented neighborhood economy in America. The Heart of LA is a foundational civic system. A gridded map. A unified brand. A partner stack. It turns 100+ neighborhoods into one connected, discoverable network the city owns.

02 · The Problem

LA doesn't have a discovery layer.

LA isn't one city. It's a constellation of 100+ neighborhoods, hundreds of community organizations, dozens of Neighborhood Councils, and thousands of independent merchants, makers, and service providers. Each one runs its own site, its own map, its own brand, its own outreach.

The result is that Angelenos can't find what's already around them, and neighborhoods can't find each other. Resilience, sustainability, and small-business programs the City actually funds end up invisible at the street level.

When the world arrives in 2028, LA will be asked one question: where do we go, and who do we meet? Today, there is no civic answer.

The Heart of LA is that answer. Built first for residents. Ready in time for the world.

03 · The System

A gridded map. A unified brand. A living network.

The Heart of LA runs on a hyper-local grid. Every neighborhood is a tile. Every tile carries the same brand. Every tile connects to the next. Powered by Google's mapping stack, delivered on Webflow's platform, operated by All Systems Love.

One tile per neighborhood. One brand across the city.

Each tile is a living micro-site. A map of the neighborhood's community merchants, services, gardens, and civic moments. All of it tagged, searchable, and routable through Google. Tiles share one brand system, so the city reads as one place, not 100 silos.

The Heart of LA has one front door. Her name is on it.

Melanie Lutz leads All Systems Love, a Los Angeles mission company built to organize complex civic and creative coalitions into systems that ship. She is the single point of accountability for the Heart of LA program.

Two decades inside the Hollywood entertainment system (FX, Fox, Special Artists Agency). Six years on the ground under the Hollywood sign building gardens, Heart Tank Talks, the Hollywood Orchard, and a soul/soil network across LA. Her remit on Heart of LA: align the City, the foundational partners, and the neighborhoods around one brand, one grid, and one delivery roadmap. Accountable from kickoff through the 2028 Games and into legacy.

06 · The LA28 Window

Three years to build. A generation of legacy.

LA28 is not the destination. It's the deadline that forces the city to build infrastructure it should already have. Heart of LA is designed to be useful in 2026, indispensable in 2028, and permanent after.

2026 · Pilot
First neighborhoods live.
Three to five flagship Council districts launch on the grid. Proof of brand. Proof of discovery. Proof of civic value before the Games narrative begins.
2027 · Citywide
The grid fills in.
All Systems Love rolls out the remaining neighborhood tiles with the Mayor's Office and Neighborhood Councils. Sustainability and small-business overlays go live.
2028 → Legacy
The Games arrive on the grid.
Visitors and residents use the same Heart of LA. After closing ceremonies, the system stays. Owned by the city. Operated by the community. Maintainable forever.
07 · The Ask

What we need from the Mayor's Office.

We are not asking the City to build this. We are asking the City to anchor it. To give the Heart of LA the civic mandate that turns a coalition into infrastructure.

Civic Sponsorship
An Energy & Sustainability anchor sponsorship of the Heart of LA brand and program. Public alignment that gives the coalition the legitimacy to convene neighborhoods, councils, and partners under one roof.

A Pilot Mandate
Three to five Council districts identified as pilot neighborhoods, with Mayor's Office introductions to community leaders and Neighborhood Councils. We deliver the brand, the tiles, the platform, and the on-the-ground activation.

A Sustainability Overlay
A formal data and program partnership with Energy & Sustainability. Your initiatives visible on every neighborhood tile. Residents discovering programs in the place they already look for coffee and dry cleaning.

A Seat in the LA28 Narrative
Recognition of Heart of LA as the City's official neighborhood-discovery layer for the 2028 Games. So the world arrives on a system the community owns. Not a tourist overlay that disappears in September.
